Campus Emergency Operations Center (CEOC)
UIC’s Campus Emergency Operations Center (CEOC) stands as the centralized, physical location where emergency response activities are coordinated to assist the Campus Incident Response Team (CIRT) and coordinate communications with the Chancellor’s Emergency Operations Policy Group (EOPG) during an emergency or event.
Example situations that may trigger activation of the CEOC:
- Level 3 - Water Main Break, Minor Chemical Spills, Flood/Water Damage, Student/Faculty Demonstration
- Level 2 - Minor Fire, Hazardous Materials Release, Utilities Failure, Extended Building Outage
- Level 1 - Active Threat/Shooter, Building Fire, Public Health Emergency, Large Scale City Unrest
The CEOC manages communications, resources, and information to establish a common operating picture across all areas of the response efforts. The CEOC also aims to enhance real-time, actionable information, create relevant situational awareness to support operations, and streamline the process for requesting and acquiring resources.

While the CEOC operates as a physical location, a virtual Campus Emergency Operations Center (vCEOC) uses a digital application and remote communication capabilities for emergency response activities.
WebEOC will be utilized by emergency responders and support personnel to collect and analyse real-time information to create a common operating picture.
Essential Components of WebEOC:
- Real-Time Information Sharing – CIRT members can access and share critical information in real-time; leading to less confusion and increased coordination
- Increased Coordination – Manage shared tasks and resources allowing an alignment of efforts across the university to produce more efficient response efforts
- Seamless Integration – A connection between various university colleges, units, and departments, as well as external partners, to allow for seamless interactions
- Advanced Mapping Capabilities – Advanced mapping tools allow for users to visualize UIC facilities, resources, and critical infrastructure.
- Critical Document Retention- Establish a repository of incident documentation, activity logs, and resource requests that can be accessed and retained during and after the incident.
