UIC’s training and exercises are guided by the Homeland Security Exercise and Evaluation Program (HSEEP).

The program is a capabilities and performance-based exercise program which provides a standardized policy, methodology, and terminology for exercise design, development, conduct, evaluation, and improvement planning.  It is based on national best practices and is supported by training, technology systems, tools, and technical assistance.

HSEEP doctrine consists of fundamental principles that frame a common approach to exercises. It is intended to enhance consistency in exercise conduct and evaluation while ensuring exercises remain a flexible, accessible way to improve preparedness across the nation.
